That is one genius piece of hardball. All hail Emperor Trump!

If he fucks up Mexico's economy with these tariffs, won't that make Mexicans want to migrate to the U.S. all the more?

Also the US economy via higher prices for goods coming from Mexico, which will upset both corporations and buyers, and maybe then they'll be incentivized to push hard for border security. It's a good ploy to get everyone invested. Perhaps finally the leftists will get involved when they see the new prices for Mexican-sourced avocados.
